Well it seems that title tag has been over ruled by page header in some context which is giving indication of full flow of penguin update in this Google jan 2013 update which was a bit done in 2012 Google update so page relevancy will be going to play big roll significantly , i will still advise to keep
eye on Google official update which will be coming with all the details meanwhile keep studying
and removing your bad links from your web site .
